Palma ("Pam") Cesar Hooper
Palma is a partner of Quinsaat & Hooper and represent clients in business and employment law matters. She has been active in the legal and APIA community serving as president of the William L. Todd, Jr. American Inn of Court, president of the San Diego Alliance for Asian Pacific Islander Americans, president of Pan Asian Lawyers, and president of Filipino American Lawyers of San Diego.  She is the recipient of numerous professional and community awards including the National Trailblazers Award presented by the National Asian Pacific American Bar Association and the Wiley W. Manuel Award For Pro Bono Legal Services presented by The State Bar of California.

Marty Lorenzo, Chair
Marty is a partner at DLA Piper, where he focuses on corporate representation of public and private growth companies.  He also has significant experience representing venture capital firms and investment banks.  In addition to being the Regional Governor of the National Asian Pacific American Bar Association, Marty serves on the board of directors for Filipino American Lawyers of San Diego and the Asian Business Association.  He is also a Captain in the U.S. Marine Corps Reserve.

Marie Mendoza, Secretary

Marie is a partner in Garcia Calderon Ruiz, LLP.  She specializes in K-12 school district representation including civil litigation, construction, labor negotiations, personnel matters, and school governance.  Marie is on the board of the Asian Bar of California and is the immediate past president of the Pan Asian Lawyers of San Diego.

Bryan Liang
Bryan is a professor at California Western School of Law where he is also the executive director of the Institute of Health Law Studies.  Additionally, he is a co-director and adjunct professor of anesthesiology at the San Diego Center for Patient Safety at the University of California, San Diego School of Medicine, and adjunct associate professor of public health at San Diego State University.


Sally Lorang
Currently with the County of San Diego Agriculture, Weights and Measures, Sally has practiced both in the public and private sector.  Sally was previously SCAPAL's executive director.

Quynh Nguyen
Quynh organizes for the Center on Policy Inititiatives, a research and policy action center dedicated to improving the economy and standards of living for working people in San Diego. 

Michael Yu
After years of private practice as a trusts and estates and tax lawyer, Michael is now an associate professor at the Caliornia Western School of Law.  His teaching and research are in trusts and estates and tax law.
